Researchers found that there had been an increase in births (by around 15 per cent) among the groups of women affected by reforms to the system of child-contingent benefits between 1999 and 2003 (including the introduction of working families' tax credit, and an increase in means-tested income support for families with children).

The total number of abortions in England and Wales in 2007 was 198,500, compared with 193,700 in 2006 – a rise of 2.5 per cent. The under-16 abortion rate was 4.4 per 1,000, and the under-18 rate was 19.8 per 1,000 – both significantly higher than in 2006.

The conception rate in England and Wales rose between 2005 and 2006 for all women aged 19 and over. The overall conception rate rose by nearly 3 per cent between 2005 and 2006, from 76.0 to 78.0 conceptions per 1,000 women aged 15-44. The rate for women aged 40 and over increased by more than any other age group.

Official statistics showed a reduction in teenage pregnancy rates during 2006. There was a 13.3 per cent overall reduction in the under-18 conception rate in England since the 1998 baseline, and a 2 per cent reduction from the 2005 rate; and a 13.0 per cent overall reduction in the under-16 conception rate since 1998, and a 1 per cent reduction from the 2005 rate.
